    Empowerment and local level conflict mediation in Indonesia : a comparative analysis of concepts, measures, and project efficacy

    The notion of empowerment has been more often deductively claimed than carefully defined or inductively assessed by development scholars and practitioners alike. The authors define and assess empowerment through an in-depth examination of the extent to which a large community development project in rural Indonesia empowers participants (especially members of marginalized groups) through building their capacity to manage local conflict. Although the project induces conflict through its deployment of a competitive bidding process, the authors argue that, when well implemented, it can also enable otherwise unequal groups to more peacefully, equitably, and effectively engage one another. Using a mixed methods approach, they compare cases from otherwise similar treatment and control villages to shed light on the chief components of villagers'capacity to manage local conflict.     Using mixed methods in monitoring and evaluation : experiences from international development

    This paper provides an overview of the various ways in which mixing qualitative and quantitative methods could add value to monitoring and evaluating development projects. In particular it examines how qualitative methods could address some of the limitations of randomized trials and other quantitative impact evaluation methods; it also explores the importance of examining"process"in addition to"impact", distinguishing design from implementation failures, and the value of mixed methods in the real-time monitoring of projects.     Governance in the gullies : democratic responsiveness and leadership in Delhi's slums

    The authors use detailed ethnographic evidence to design and interpret a broad representative survey of 800 households in Delhi's slums, examining the processes by which residents gain access to formal government and develop their own informal modes of leadership. While ethnically homogeneous slums transplant rural institutions to the city, newer and ethnically diverse slums depend on informal leaders who gain their authority through political connections, education, and network entrepreneurship. Education and political affiliation are more important than seniority in determining a leader's influence.     How and why does history matter for development policy ?

    The consensus among scholars and policymakers that"institutions matter"for development has led inexorably to a conclusion that"history matters,"since institutions clearlyform and evolve over time. Unfortunately, however, the next logical step has not yet been taken, which is to recognize that historians (and not only economic historians) might also have useful and distinctive insights to offer. This paper endeavors to open and sustain a constructive dialogue between history -- understood as both"the past"and"the discipline"-- and development policy by (a) clarifying what the craft of historical scholarship entails, especially as it pertains to understanding causal mechanisms, contexts, and complex processes of institutional change; (b) providing examples of historical research that support, qualify, or challenge the most influential research (by economists and economic historians) in contemporary development policy; and (c) offering some general principles and specific implications that historians, on the basis of the distinctive content and method of their research, bring to development policy debates.Cultural Policy,Economic Theory&Research,Population Policies,Cultural Heritage&Preservation,Development Economics&Aid Effectiveness

    Local conflict and development projects in Indonesia : part of the problem or part of a solution ?

    Drawing on an integrated mixed methods research design, the authors explore the dynamics of the development-conflict nexus in rural Indonesia, and the specific role of development projects in shaping the nature, extent, and trajectories of"everyday"conflicts. They find that projects that give inadequate attention to dispute resolution mechanisms in many cases stimulate local conflict, either through the injection of development resources themselves or less directly by exacerbating preexisting tensions in target communities. But projects that have explicit and accessible procedures for managing disputes arising from the development process are much less likely to lead to violent outcomes. The authors argue that such projects are more successful in addressing project-related conflicts because they establish direct procedures (such as forums, facilitators, and complaints mechanisms) for dealing with tensions as they arise.     Intersubjective meaning and collective action in'fragile'societies : theory, evidence and policy implications

    The capacity to act collectively is not just a matter of groups sharing interests, incentives and values (or being sufficiently small), as standard economic theory predicts, but a prior and shared understanding of the constituent elements of problem(s) and possible solutions. From this standpoint, the failure to act collectively can stem at least in part from relevant groups failing to ascribe a common intersubjective meaning to situations, processes and events. Though this is a general phenomenon, it is particularly salient in countries characterized by societal fragility and endemic conflict.     On"good"politicians and"bad"policies - social cohesion, institutions, and growth

    Social cohesion - that is, the inclusiveness of a country's communities - is essential for generating the trust needed to implement reforms. Citizens have to trust that the short-term losses that inevitably arise from reform, will be more than offset by long-term gains. However, in countries divided along class and ethnic lines, and with weak institutions, even the boldest, most civic-minded and well-informed politician (or interest group) will face severe constraints in bringing about policy reform. The authors hypothesize that key development outcomes (particularly economic growth) are most likely to be associated with countries that are both socially cohesive and governed by effective public institutions. They test this hypothesis for the sample of countries with available data. The authors develop a conceptual framework based on the idea of social cohesion, then review the evidence on which it is based. While several earlier studies have shown that differences in growth rates among developing countries are a result of weak rule of law, lack of democracy, and other institutional deficiencies, the authors focus on the social conditions that give rise to these deficiencies. They also seek to establish empirically a causal sequence from social divisions to weak institutions to slow growth. The essence of their argument, supported by new econometric evidence, is that pro-development policies are comparatively rare in the developing world less because of the moral fiber of politicians (though that surely matters) than because good politicians typically lack the room for maneuver needed to make desired reforms. This lack of maneuverability is a product of insufficient social cohesion and weak institutions. The authors also explore the determinants of social cohesion, focusing on historical accidents, initial conditions, and natural resource endowments. Social cohesion should not be seen as a concern primarily of developing and transition economies.     The Varieties of Resource Experience: How Natural Resource Export Structures Affect the Political Economy of Economic Growth

    Many oil, mineral, and plantation crop-based economies experienced a substantial deceleration of growth since the commodity boom and bust of the 1970s and early 1980s. Rodrik (1999) has demonstrated that the magnitude of a country's growth deceleration since the 1970s is a function of both the magnitude of the shocks and a country's "social capability" for adapting to shocks. In this paper, we demonstrate that in this respect countries, with what we term "point source" natural resource exports are doubly disadvantaged. Not only are countries with these types of exports exposed to terms of trade shocks, but the institutional capability for responding to shocks is itself endogenous and negatively related to export composition. Using two different sources of export data and classifications of export composition, we show that point source and coffee/cocoa exporting countries do worse across an array of governance indicators (controlling for a wide array of other potential determinants of governance). This is not just a function of being a "natural resource" exporter, as countries with natural resource exports that are "diffuse" do not show the same strong differences-and have had more robust growth recoveries.economic growth, institutions, natural resource endowment
